Well, that pump-the-pedal-test is very unscientific and depends very much on how hard and fast each stomp of the pedal is.
If the first two stomps were quick and hard and then the leg got tired and each stomp after that is slower and softer, you could reach those numbers and even not illuminating the ABS light at all if you are not pushing hard and fast enough but the hydraulic pump manage to keep the pressure up.
You'll be surprised how fast the fatigued sets in when you do this test several times in a row.
