You don't have to format the card since the bin file is a complete disk image.
What you need is a PC with a serial port to connect to the Tech2. Instructions are on that Tech2 Wiki I previously linked to:

I used an old Dell laptop with a serial port running Windows XP. Cardwriter should run on newer versions of Windows, and with a USB-to-serial adapter if you don't have a serial port. The following USB adapters are known to be compatible with the Tech2:
