The tachometer problem is likely due to crystalized solder joints and possibly bad capacitors.

The previous owners of my car had the tach replaced, but the shop that did the job only transferred one of the two LEDs that illuminate the "SRS" light (responsible for the bright/dim flashing of the "SRS" dashboard light). When I got the car, I decided that it was a "keeper" and I wanted the airbags working, so I took it to a SAAB specialty shop. They dug into the issue, eventually found what was causing the error code and and had to R/R the tach to insert another LED into the tach assembly. This was a quite expensive lesson, as it was not apparent that only one LED was in place behind the plastic lens.
