When I start my 1997 CSE initially the sensor reading looks OK but especially when the car is stopped with the engine idling the temperature reading will climb really high. The problem is most acute in summer. (It will get back close to where it should be when driving at speed for a while.) Maybe there is supposed to be some kind of shield to keep the sensor from picking up heat from the engine and/or the road.
On the other hand aside from the annoyance of not seeing the actual outside temperature it's not really affecting much since the problem is worst in summer and presumably the high reading just tells the HVAC controller to ramp up the air conditioner.
