All it is is a piece of metal that gets heated up, and closes off an air passage. When cooled, the air passage opens up again. +12v is sent to it either when you turn the motor on, or at some relay closure.
CIS doesn't "know" anything. There is no central brain, each part does its little job to keep the whole system running.
