Most of the discussion applies to all 99s, not just Turbo (although they are the only ones with 2 fans).
That said, I think that all of the "later" (1975-1980) 99s had 3-row radiators. The Turbo has a core with more fins and possibly more smaller tubes, but still 3 rows.
If one entertains installing AC (which is a very tight fit on a Turbo and not really recommended)then I think you have to stick with the 3-row core or the condenser won't fit (at least the "original" condenser). Without AC, you can fit a thicker 4-row radiator core. It turns out that 1969-1972 99s had a radiator with a thicker core and thicker end tanks. One can have one of those early radiators re-cored with the 4-row, high-density core and it will bolt right into the Turbo. I have not explored whether a 4-row core can be installed in a 1978 radiator or not.
