In the original Saab 99 application, there was a short rubber tube attached to the nipple on the bottom. Basically if the internal diaphragm springs a leak, the fuel comes out of that nipple. I suspect that the short (~3") hose was simply to keep any leaking fuel at least a little bit away from the exhaust system. There is no system part that hooks up there or any system function based on that nipple. What is in the bottom of the new part, just a hole?
