I'm biased because I love these cars. But I would fix them both independent of each other. They are both nice in their own right. That 1980 looks really clean and original. I can't comment on the rust, I'm from California. We don't know what rust is out here. But the rest of the car looks really nice. And it made that 960 mile drive back without incident? High idle could be as simple as vaccuum leaks. Parting out one of those cars doesn't feel right to me.
With 2 99's, you have better odds that at least one will be running at any given time. But maybe it isn't practical to keep two 99s. If you get both running and drive them for a while, then over time you will know which you want to keep and which you want to sell.
