The difference between 165/60*15 and 165*15 is 4.7%, and speedometer drive ratio is the same through all 99s, C900s and 9000s. There can't be any thing wrong in the speedometer drive when the needle shows a wrong speed. I drive my 1975 99 LE with a 9000 electronis speedometer and 195/65*15, and the speed and milage recording are accurate.
