Do you mean the pulley flange that the fan pulley and fan blade mount to? If so, I do not recall that the flange is secured to the fan bearing shaft with set screws, so that sounds like a backyard repair that was likely to fail from the get-go.

I don't want to rain on your parade, and you are right, timing cover replacement is a fair-sized deal (that can be reliably done without engine/oil pan removal if you are experienced, but not recommended by myself if not), BUT, but if that scares you, I am inclined to think that electric fan conversion should scare you even more.

Again I do not want to discourage you from improving your car by yourself.
I am afraid that you are likely to run into numerous other major issues trying to do the conversion, beyond the ones you already recognize. I suggest you would be better off restoring the pulley configuration to original, minus set screws and epoxy, but including R&R of the timing cover and replacing the fan bearing with new (a shop press operation), than diving into a conversion that always involves customizing stuff and access to tools and means that you don't have or you wouldn't be asking the questions you do. I will happily try to guide you further but don't have time to write the whole book here, email if you like and I'll get you my phone#.
