Well, you didnt ask me, but since Magnus hasnt posted yet. . . .:
Everything I've heard (i.e. Magnus lol) says that it would be safe to drive that fast, you just have to freewheel periodically (owners manual says 10 minutes, but i would more) to let the engine get properly oiled. Carbs almost, if not always tend to run leaner at the top-end. About the muffler: Without the backpressure, part of the air/fuel mixture would tend to be blown right out the exhaust port. With the rear muffler on, it has enough backpressure to let the sound waves in the exhaust system to push that bit of charge back into the combustion chamber. It's like a 2 stroke's turbocharging (though to a much lesser extent obviously). Without the muffler, that imbalance (with the intake restrictions) will tend to lean out the engine and give it less oil (so I've read, and it makes sense). I too love that sound also. The muffler that was on my car when i bought it (a '67 stroker) had a straight pipe from the front muffler back to a rear glasspack with a stinger exhaust tip (small diameter tip to give backpressure). According to the well known 2 stroke tuner A. Graham Bell, more backpressure in a 2 stroke will tend to make MORE power than if it was unrestricted. As always, too much of a good thing is bad, so at a certain point, more backpressure becomes too much, and engine damamge could occur. I highly recomend A.Graham Bell's "2 Stroke Performance Tuning; 2nd Edition". Very good book. . .
