Probably best to take it back to whoever did the restoration work and let them sweat over it - it's not too far down the track and any reputable shop will be only too willing to stand by their work. If they can't figure it out maybe they weren't so good anyway...
Chances are that something new wasn't fixed or set properly; never assume a new componant can't fail very quickly - starter solenoids drove me nuts, three new ones in 2 months then a used one that worked for years!
Maybe the head was tightened incorrectly [ie. too tight], causing a stress fracture, which would concur with what the guys suggest about the head...
99 turbos are cars you need to love. But when they're going well, do they bring a grin to your face or what?
