I have experienced similar problems with many of the 100+ Saab 99 I have owned since my university years in Denmark. Like the other posters indicate, the problem is lacking fuel pressure on either the supply side or control side. Most likely candidates are leaking injectors or the check valve in the fuel accumulator, next to the tank. There is a work-around however, that you can use until the real problem has been identified.
Re-wire the cold start valve, so that you can manually activate it with a push button on the dashboard. If you have the hood open, you can easily hear the click from the valve, when you push the button (with ignition on).
The start procedure now becomes:
1. First try to start the engine the normal way for 5 seconds. The engine may not start, but it will temporarily build up the fuel pressure needed in step 2.
2. Now manually activate the cold start valve for 1-3 seconds (the longer the colder the engine is), and then try to start it again, this time with the gas pedal pushed down a little bit.
This trick has worked on any 99 I have had, turbo or non-turbo.
