They use the word "quirky" only because past articles have.
C&D does not evaluate a car on its merits. They evaluate a car based on historical merits of the brand, and then the actual performance. If you want a real, even brutally honest evaluation of a car, you have to go to Europe (like Car magazine, Top Gear, and some other Brit rags that at least look at cars based on performance).
Mind you, I have always thought the Viggen to be drastically overpriced at $38K, but much more interesting in the low $30's. Which is why I bought one when I got a steal on one. And I think in terms of some performance features the Saab loses out - its suspension and ride isn't as refined, the torque/camber steer is a little disconcerting to those not used to it, and the car is really startign to show the age of its mid-1980's platform (the BMW and A4 represent just abotu the peak of chassic and platform refinement nowadays; beating them is a tall order for a car whose platform was derived from the mid 1980's).
But people buy cars for different reasons. You will be the only person on your block to own a Viggen, maybe the only person in your town. The trunk space is gaping. The engine is a jewel. The front seats are incredible. Handling is sporty but safe and predictable.
The "quirky" thing is annoying. But it's become completely synonymous with Saab in US automotive journalism over the years, and not always with a positive connotation. To the extent they think a center mounted ignition and night panel feature is quirky, it's harmless; to the extent they use it to complain about ergonomics, it's more serious.
