The brake res. is small and the sensor fairly high in the reservior. Even if the fluid is low in the slightest you'll get a light when the fluid sloshes to one side or the other. So when the pistons in the brake calipers start to expand over time (due to brake wear) it is more noticable because it only takes the fluid in the res to drop by a ¼ or ½ of an ounce before the light comes on. This happens in every car built. Most of the complaints happen because the technician didn't top off the brake fluid at the last maintenance service.

BTW, I've noticed a bit of fluid on top of my res. where it looks to have been bypassing through the valve in the res. cap. Therefore, it's possible that it happens to others as well.
