My 1995 900 has this issue a lot...been driving back and forth in rainy/wet conditions recently, for about half an hour...and then suddenly it takes a good 2-3 seconds to get braking power back.
I'm in the northeast (Ohio) and I don't remember this happening in summer. My last car, a 1991 Eclipse did the same thing (in a much more severe way)...and now that I think about it, it also did it in cold wet situations, not warm wet. So clearly the temperature of the water, determining how quickly it comes off the pads, has a not insignificant effect here.
Not sure why some cars with 4 wheel disc brakes are far less prone to have it happen than Saabs.
