I had the same problem this morning in my '99 9-3. It had been raining all night and I went out this morning for the Sunday paper, got the the end of the road like every other day and applied the brakes....nothing for 2-3 seconds. Now with a little math, about 30mph = ~42feet/sec, thats 80-120 feet before the brakes kick in and actually start stopping the car. Just a little scary.
The 2-3 seconds is just a guess but it was plenty of time to realize I could be flying out into the intersection and I starting taking evasive action. This was the first time I've noticed the issue and luckily it stopped in time.
Are there any different brake pads that might make a difference. I know different compositions on mountain bike disc brakes work differently in wet vs dry weather. Any suggestions.
