Looking at a Viggen...should I be concerned about this?

Hi gang,
Well...the 95 9000CS is just about ready to be replaced...so I popped by the local dealership and found a 2000 Viggen with 34,000 miles on it for 19 and change...
I have an "in" in the service department and he told me the following:
Concerns:
a. All brake pads replaced at 27,000 miles
b. MAS replaced at 20,000
c. Driver seat electronics replaced twice
Not really concerns:
a. spoiler replaced
b. fog lamps replaced
c. headlamp wiper motor "evaluated"
d. front bumper cover coming loose around driver's wheel well...
So...when driving it...i broke it pretty hard...70 - 20 on an exit ramp and the front brakes seemed "loud" to me...could be coincidence.
I've owned Saabs for about 15 years, so i am well versed in their quirkyness...but....this is my first time with a 9-3...and a Viggen at that.
so...
Is the price fair? Seems to me...but i am interested in your opinions.
Should the brakes be a point of contention?
Bottom line...I will probably ask them to fix the bumper cover and brakes before a consider the deal...but, again, i am very interested in your thoughts.
