Sounds like a decent deal on a 2000. I got a 99 for less than that with the same mileage and the CPO. Rather than negotiate price you should see if they will do the CPO. Overall nothing there sounds glaring in terms of issues, but if you can get the extended warranty its worth it.
The brakes shouldn't be loud. I just had to stop fast yesterday with mine (new front rotors at 37K) and it was a very smooth stop and no noise. I would have them checked and have them show you the pad and (you) inspect the rotors on the rack. Don't leave this one up to them since they will say there is nothing wrong.
Keep in mind too that the bumper repaint is about $800 (less for them). I had the lower half of mine done because I wanted to build my own scratches on the lower airdam and want to get the car as close to showroom condition as I can (which its pretty close now).
