I think the weakest part of the car is the suspension, so the first money spent should be in the rear sway bar and steering rack clamp. You'll want to have those in place before you start upping the boost. The wheels can wait, and good tires on 15" wheels will do just fine.

That said, if you're buying new tires anyway, I think now is the time to get wheels if you're going to do it. Otherwise, you're looking at either waiting a few years until you need tires again, or throwing away some perfectly good tires sooner than that. Keep an eye on the classifieds and on the popular auction site, and I'm sure something will turn up. Or, you could get some wheels off tirerack.com (site sponsor) or a variety of other sites. Tirerack has a nice utility that can display the wheels on your car.

Looking through the classifieds right now, I see two sets of 17s (one Viggen, one Aero) and one set of 16s (9-5 three-spoke) for sale. I have those 3-spoke 16s on my car, and I like them. They are similar in appearance to the old 3-spoke 15s from the NG900, but where those bulged out and looked ugly in my opinion, these are much flatter and are a good match for the car.
