I've been battling a vibration for years...but not to get into that, Try this, I just replaced a set of tires and while being installed the (non Saab) tech doing the work noted that the inside opening of the rim that the cone shaped adapter fits into was corroded and not allowing a uniform fit. He swapped the cone to the outside face of the rim and road force balanced my new 205/55/16 Falkins and WOW!!!!, drivable at hwy speeds after 2 years of fighting and parts swapping. By the way, cant say enough about going to 55 series, way better ride, no rubbing and no loss of handling!!!
