Having a few Hondas also, THOSE cars have a popular failure of their ignition switches. I've heard (on boards) of several people who's ignition switches failed exactly like you say.
Position I = power to accessories
II = power to accessories AND to engine ignition & EFI
III = no power to accessories, power to ignition/EFI AND starter
Power to engine electrical is lost in position III, and the car will momentarily fire if you release the key just right, giving fuel & spark while the engine is coasting down from cranking.
Those cars will also start easily by rolling & popping the clutch (manual trannys).
