I was once taught that if the steering wheel shakes, it is an indication that some rotating mass in the front is out of balance.
You have already replaced the wheels, and it didn't make a difference. So, what else is rotating there? The drive shafts? Could they be worn to the point that they vibrate? I don't know.
I also have a friend who had an annoying vibration from the rear of his car. Couldn't find anything wrong until the bearing started making noises. He replaced the bearings and claims that the vibration went away.
Sorry that I can't give you any specific advice.
