I couldn't get the hose off either, so I didn't bother. I left it on and simply moved the thermostat housing to the side with the hose still on. Careful doing this though, since you say it's cold...and you don't want to crack the hose.
As for the housing, it should come off. There are a total of four bolts, and you likely just have to give it a could whacks with your hands...is it really not budging? It's probably just the thermostat gasket that is stick to the housing. Hopefully no one has changed the thermostat before and put sealant between the housing and engine block as it is not necessary, and is the only way I can think of why it's not budging.
