Typically this problem only impacted the OG9-3, but with 260k miles on your NG900, it could just be the original knob and shaft got brittle over time due to the heat and eventually cracked. As Anders suggested, I would just replace the shaft and knob and then see if things start turning again as they should. If so, then likely you will not see the problem again. If it is very hard to turn even with the new parts, then you may have to decide if you want to go ahead with replacing the whole heater box.

I have a 2000 OG9-3 so have dealt with this problem a lot. I had the heater box repaired a number of years ago, but just had to replace the shaft and knob you mention as the ones installed when the repairs were done finally wore out and cracked. (My car has 196k miles on it.)
