First of all, no cars have brake boost assist if the engine is not running or ignition turned off and brake pedal will have to be pressed hard to stop the car.
Second, it sounds like you have a brake booster issue due to the hissing noise and hard pedal when moving the brake pedal and at panic stops so you should have looked at right away and repaired.
Third, the Hawk pads might add even more hard pedal due to the composition of the friction material, but with a properly working brake boost system, the pads might work ok.
