The e-brake is an important item and I would get that fixed! You need it for when you start the car, when you park it while running, and of course if something goes horribly wrong while driving. I had that happen about 25 years ago on my Chevy truck and you can bet money all my vehicles have working e-brakes from that point forward!
It is possible your pads/calipers (and maybe rotors) were not installed correctly or have some other fault. However, after almost a decade of trying various high performance and low-dust pads on my Viggen, I have pretty much given up on all of them in favor of a high-quality semi-metallic OEM-equivalent pad. Yes, there is the dust, but unless you are on a track, all the other pads take some time to warm up and also are much too grippy in the extreme cold and cause major issues with my TCS.
I didn't find the ceramic pads to be any better at ANYTHING other than just being low dust.
