Dangerous Brake Situation - Diagnosis

Yesterday, while parked on a slope, my daughter was getting into the '00 Viggen while I started it. The car rolled enough that the door knocked her off-balance.
I've noticed before that the brakes don't seem to work completely until the car is turned on. But, until now, my only fear was rolling forward over a parking block that would rip off my spoiler when I reversed.
Is this a brake booster failure? Or is this a Saab quirk that people live with?
I have also noticed a his from the brake pedal being depressed.
Lastly, I've had some panic stop situations where the brakes did not seem to engage as quickly and aggressively as I would have liked. Close calls, in a couple of situations where traffic abruptly slowed down or stopped.
Brakes are new (Hawk HPS) and front rotors are new. E-brake is no good.
Thanks for any input on this situation.
