I just went through this with my Viggen and I cut the hole. But I'm picky like you and hated the idea of hacking, cutting, and bending the sheet metal - even if it is under the seat on an old car. So I used an air powered sheet metal chisel (no sparks) to cut a perfectly round and separate 6" access port right over the fuel pump. 6" is important because that is a standard size marine deck port, which I used to cover the hole. So now I have 2 ports under the seat instead of just the 1.
I didn't use the circular frame for the marine deck port because I didn't want any sheet metal screws in the vicinity of the electrical or fuel lines. The round plastic cover which normally screws into the circular ring has a 1/4" lip around its circumference and sits right in the new access port, just like the OEM plastic cover next to it. The end result looks totally stock, clean, and 6" is big enough to get the fuel pump out.
This was a lot easier than dropping the tank and satisfied my OCD tendencies. Good luck.
