Yes your car is within the VIN range. But if you aren't experiencing problems with the car 13-14 years later that the TSB identified, the benefits of doing the replace and retorque may be for personal ease of mind only.
My Viggen is the same way, within VIN range with no obvious problem, and with the new bolts in the garage but not yet on the engine.
I did not drain the coolant when I did this work on my 2000 9-5. Have rags handy to soak up oil around the head bolts. I think it is bad if the bolt holes become filled with oil after the bolt is removed as the oil filled holes will/can affect the new torque values.
