Both came with excellent service records, one from a neighbor, another from a poster here who took really good care of the car.
The '99 is totally stock (173K miles), the '00 (223K) has a steering rack brace, a rear sway bar and the front upper stress bar. It handles much better, but the bushings for the steering rack brace are shot and make the steering wheel shake. Need to fix that. These are cars my daughters use.
Either is a good car, and not a lot goes wrong that doesn't come with the mileage. My indy says the '99 models are the best of the series. He says the engine changes in 2000 and later made those cars a bit less reliable and somewhat harder to work on. But I'm not complaining.
The main thing is to get a well maintained car with good service records. Preferably from a place that doesn't have much winter. Our '00 came from Georgia and has no rust. The exhaust is original except for the flex pipe that went on 2 weeks ago. Not bad at 223K miles.
