There are certain driving conditions where this is desireable. I live in a rural area and do a lot of fast night driving on roads that are relatively narrow with fairly high embankments and woods on both sides. On the long straights, it's nice to be able to see as far ahead as possible and also to see what might be heading out of the woods - deer, racoons, etc. I've wired around the fog light relay on our OG900S and OG900 Turbo so I can have both lights on, and it's really an improvement under those conditions. Of course I'm courteous and never have both on when there's oncoming traffic. I haven't looked at our '00 9-3 but I'd guess the fog lamps are wired the same way, so you'd have to find the relay and switch the wiring to eliminate that feature.
