When you have both high beams and fog lights on, you have a pool of high illumination in the foreground. This causes your pupils to constrict, which reduces your night vision. So you cannot see details as well a long way out, event though your high beams are getting there. There is also a problem with contrast independent of pupil response.
So in most situations, this 'feature' would not be desired. The SE's have black panel function to minimise near field light sources to enhance night vision. You also want to turn down the instrument panel intensity for the same reason.
