It is a vacuum delay valve that allows air to move in both direction but at different speeds.
They were used more in the 70s on American cars when the emission hoopla started and they tried all kinds of different vacuum assisted emission controls.
The air delay was measured and the valve was color coded for different settings. The Saab one was brown and black.
It is used so that the vacuum valve doesn't slam back to closed position creating a surge in idle during the warm up and running of the SAI pump.
Volvo also used a variety of valves on the 70s and 80s
3517735, 3517736, 3517737 and 3517739 were part numbers for those.
