It started out being an attempt to distribute a surplus from an oil pipeline construction project. Now it's the heirs of an asassinated Govenrment Minister or Senior Civil Servant. The plot is to lure a foreigner to Africa, then kidnap him, and call his family for ransom. The ransom amount us usually pretty small, by western standards ($10-20k), but worth a fortune to an African gang... and, in the light of the whole scenario, nobody is going to report the incident to the Police...
