When I was shopping for my 9KT I went down to Seattle to look around at Carter Saab and found another '93 CSET just like current car, similar mileage and condition. While back at Canada Customs I inquired about importing a used vehicle, and was told there'd be like a laundry list of 5 or 6 different surcharges, excise taxes, etc, etc. By the time I converted the car's sale price to Canadian, then added all these surcharges and PST/GST, I was actually much better off buying locally. Which I eventually did.
This doesn't answer your question about the reverse situation. But what I'm getting at is NAFTA isn't all it may appear to be, as each side still exercises ways to protect their respective domestic economies by discouraging (not banning) importing of goods. Therefore for buying new cars one could only imagine the incentives be much less if any.
