It is still an imported vehicle and does not qualify for any Nafta benefits. The fact that it was imported by a 'domestic' manufacturer is not really an issue.
Any vehicle that is sold in the US or Canada in the last few years can be taken across the border from an emissions and safety point of view, as the regulations are in harmony. So for those issues, country of origin or 'domestic' does not matter. If imported into one country, the regulations that allow it to be imported will qualify the vehicle for importation to the other country. At least as far as use for someone who is moving from one country to the other is concerned.
