As Kevin said, 20 feet is a number. When you buy the spray (make sure to get the stuff specifically for wasps and hornets), it comes with very good directions.
One reason to get them at night (or better, very early morning) is temperature. Being cold-blooded, they "slow down" quite a bit when the temperature drops. Gives them less chance to escape, and you more time to run away!
