First, the disclaimer: I'm not responsible if things go terribly wrong.
1. Get a pair of leather work gloves and a sturdy plastic bag big enough to fit over the nest.
2. Put and hold the bag over the nest with the top of the bag sealed against what the nest is attached to.
3. While maintaining the seal, break the nest off of the step.
4. Slide the bag to the side along the step so you crush any stragglers that made it to the top of the bag.
5. Quickly remove the bag, twist it up and tie it off.
6. Dispose of the bag. Step on it a few times if it makes you feel better, make sure its wrapped up good and get rid of it...
Maybe wear long sleeves and pants.
