Hi roman,
Check the link below for some really cheap ... oops, I mean "inexpensive" ... tire choices. Don't forget about shipping. (This can make them more expensive than buying from a LBS, unless you're buying lots of 'em.) I also really like the Avocet FasGrip in the 27" sizes, & your LBS may have some on-hand (they're a bit pricey, but they ride & grip fantastic, & wear really well). I'd stay away from tires with so-called "inverted" tread designs. They add a lot of weight at the worst location (thick, solid rubber at the outer tread) & will make your new ride feel as sluggish as those "cheap tanks" you mentioned. BTW, are the rims aluminum or chromed steel?
Besides new tires, you'd probably benefit from new brake shoes if your current ones are as old as the tires. I like the Madison "Aztec 2" for cost/value & a grippy pad compound. Kool-Stops are also popular. If your rims are chromed steel, Mathauser pads (from Rivendell) are probably your best bet.
As for saddles, that's about as "personal" a piece of eqpt as it gets. I've recently been riding a Brooks B-17 leather saddle, & find it really comfortable for commuting. I think the Champion Flyer (a B-17 with springs) would actually make a better commuting saddle. Again, Nashbar has the best prices on these. Rivendell sells high-end B-17s & a really nice rain cover for leather saddles.
As long as the bike has been well-maintained, there's not a whole lot more for you to do than keep the chain oiled regularly. Liquid wax-type lubes will keep everything cleanest so you don't end up with sludge stains on your clothes, but I haven't had a lot of rust-proofing protection from them in really wet weather. But if it's a fair-weather bike, this should work great!
It sounds like it's in good shape & has decent components. Is anything giving you problems at this point? Any plans to upgrade anything?
