I think this is a huge problem anywhere within 50 miles of a major metro area. People in the country tend to drive smart. I live in NVA outside DC and people are complete idiots:
Westbound on I66 leaving DC. No traffic. Drivers ed car (with big "STUDENT DRIVER" sign on top) entering highway in front of me. Has left signal on (good). I signal left and give him the right lane. Drivers ed car continues into the left lane, cutting me off. I pass idiot on the right, pull in front and point out the window towards the right lane. The driver ed teacher tells hapless student to change back to the right lane. Teacher should be shot.
"I gotta be in that fast lane" syndrom. Commonly seen as bumper to bumper in the far left lane, heavy traffic in the middle, and light traffic in the right lane. People shooting straight from on ramps directly to clogged left lanes. I used to pass left only. I used to flash high beams and honk and try to gently suggest to people to drive right/pass left. This just doesn't work anymore, and it is easier to cruise the right lane when available. I feel guilty but there is no alternative.
Solution - heavy, heavy, heavy, heavy ticketing preluded by massive TV ads, and driver education. Or mass suicide. That'd do it, too.
