I don't know anything about the guardrails, but I'm sure someone else can answer that. However, in Holland the are a number of deaths a year from drivers crashing into canals, so it is indeed a bit of a hazard. There are even clinics on how to handle the situation that are recommended to very frequent drivers. Apparently the strategy is to remain calm in the car until it fills with enough water for you to be able to open the door. This requires a bit of will power I would imagine. If you crash into a deep body of water (canals are fairly shallow) I would also be concerned about sinking very deep before the car fills with ample water. Power doors and windows actually have a chance of working under water (remember that water isn't that good a conductor, especially at 12v) but you obviously cannot depend on them. In fact it is recommended to turn on your headlights to ease car recovery as they remain lit for several hours.
I read an article in this months Car & Driver about the window hammers, and unfortunately they proved ineffective, at least in their test, requiring several strong swings from outside the car (ie with a lot more room to wind up) to actually break a window. As an FYI, the outer perimeter of the window is much more fragile than the center, so aim for that should the situation arise.
