If you have a cable connection, you can snipe very late. I'm not much of an Ebay guy, but I tried AuctionCentry anf practiced the snipe time via conventional biding on a faux aution. I got an average time of about 3-4 seconds by the time I sed and by the time Ebay registers. OUt of the 5 auctions I've ever bid on, I won them all setting the snipe to go at 5 seconds before action end. That leaves 2 seconds for someone to respond. Other snipers can win, but they would have to bid 1-2 seconds later or have a higher maximum bid.
You can't really set it and forget it perse, as you need to watch what the price is, you don't want to pay to much!
