It's a rating of the oil's viscosity at that temperature. (cSt = centistokes) Viscosity "grades" are actually ranges of fluid thickness when measured at 100°C (212°F), so a 40 wt oil can be anywhere from 12.5 cSt to 16.3 cSt (a 30% change in viscosity!) & still be considered "in grade."
