Vehicles carrying 2 or more passengers (OR: 3 or more, or even 4 or more in some states) get to use a special lane (or two) as a reward for carpooling, and usually only during rush-hours. This is intended to reduce traffic congestion, but does not always work.
Sometimes the lane is separated from the rest of the roadway with far fewer entrances & exits than the regular highway, and on other highways (such as I-270 in MD), the lane is just the fast lane, and is designated for HOV-only use during certain times of the day. In this area, the police are somewhat active in enforcing these rules, though they seem to have relaxed a lot in the last few years. The fine is $500, plus some points IIRC. People also get creative to use the HOV lanes, by carrying dummies in their passenger seats for instance (no, I am not kidding).
Drivers of Hybrid & electric cars can also drive alone in the HOV lanes. Most folks on the road don't know that and get very mad when they see the single driver in their Hybrid Civic go whizzing by them.
These systems have been in use in the US for about 35 years now, with the first coming on the Shirley Highway in DC in 1969. Houston, TX has the most extensive HOV system in the country, covering more then 100 miles of highway. (stats as of 3 years ago; can you tell I wrote a paper on this in college?!)
