Having done some research, you'd have more info. But from a local observation point of view - it seems they are counter-effective.

Another observation is that when there are additional traffic problems like an accident on teh hwy, they open the hov to all traffic to alleviate the backup. Now if they always open the hov to all traffic wouldn't it alleviatethe traffic.

I guess it depends on how many people actually car pool. Theoretically, each person that carpools is another cat not on the road, but not necessarily the catul case?

Its funny how this is a passionate subject to many of metro area folks.
