The intel C compiler is quite excellent! In my physics thesis work (just finished my phd 2 weeks ago yay!) I found the 250 MHz R12000 chips in SGIs to trounce PCs until the PCs were hitting 700 MHz or so - but that particular code made terrifically poor use of the cache and was heavily dependent on memory bandwidth.
DSPs are only useful in the same way that vector things like SSE2 are, that is, for performing repetitive calculations on chunks of data. They're not terribly useful for general computing, although the astronomy community has developed the GRAPE series of computers for performing a specific type of simulation that's important to them and was hitting 1 teraflops back in 95 with them!
