It surprised me, too. But that's what HPs data showed and similar tests have been run by various testing organizations.
The measurement is making some assumptions. The photo is not in a drawer, but hung on a wall or in a frame where it is exposed to varying amounts of sunlight, heat and humidity.
The test chambers (essentially ovens where you can add or take away humidity) even the playing field for all media and substrates and are the same type of tests a film and photo paper company like Agfa, Fuji or Kodak would run.
However, the tests are actually measuring the amount of fade in a comparative sense. All the images fade, especially color ones. Its just that the high end ink jet ones seem to last longer--at least under test conditions-- than silver halide. It's important to note that HP's tests were done using their paper and inks. The paper does make a difference.
OK, this was at HP and they do want to make people think they have an advantage, but the results were impressive. I'm trying to find the stuff they had written up about this but can't put my hands on it at the moment. Will repost if I find it.
