I used to live in Arizona where my insurance company included full glass. That's everything, windshield, headlights, foglights, turn signals. Here in Texas they tell me they can't even write a policy for full glass. I have a cracked foglight and a star burst on the bottom of my windshield thanks to dump and cement trucks on HWY 288. The windshield hasn't gone anywhere so I may leave it. The fog light is $130 dollars and no, no amount of film would have stopped this break!
The previous responder had a good point, if it hampers your vision maybe they will cover it.
