I own a '95 Chevy Astro with the 4.3 litre V6 engine and previously owned a '92 Chevy Blazer with same engine. The EGR (exhaust gas recirculation) valve on this particular vintage of this particular engine is prone to blockage by carbon deposits. I don't know about Honda engines.
The EGR allows exhaust gasses to be admitted into the intake system to be reburned for lower emissions. Typically the valve is closed at idle speeds since the engine can't tolerate much recirculaiton at this point, and opens at higher engine speeds. Because of this, a partially blocked valve can sometimes be cleared by getting the vehicle up to highway speeds where the obstruction will flow into the intake system and be consumed. A piece of carbon smaller than the head of a straight pin can cause huge problems with engine smoothness & driveability at idle speeds.
The electronic EGR on my van engine costs $130+. A vacuum operated EGR can cost as little as $15. I have done this so often that I can now remove the EGR, clean it of obstrucitons and carbon, and reinstall it in less than 20 minutes when the engine is HOT! Typically I don't even need to replace the gasket (a $2.50 part) so my D-I-Y repair is free.
The EGR is for emissions only and should be covered by the longer emissions warranty mandated by the EPA.
